Barry Carrigan focuses his practice on project finance, infrastructure finance and public finance. Barry represents developers, issuers and lenders on a range of project finance and public finance projects including renewable energy facilities, transit oriented developments, waste to energy projects, charter schools and multi-family housing transactions.Barry has been selected as one of The Bond Buyer’s 2020 Rising Stars, a program which showcases the brightest young minds in the municipal finance industry.What do you focus on?Renewable EnergyI have significant experience working with developers and sponsors to enter into state and local tax incentive agreements to manage uncertainty around property tax treatment of such facilities. I work with clients to analyze and implement strategies to maximize available state and local economic development benefits. I have worked with many developers and sponsors to achieve their development goals through a variety of economic development structures.Project FinanceI have experience working on multidisciplinary cross-office teams on transactions throughout the United States. Representative examples include representing underwriters in the financing of a methanol facility in Texas, solid waste disposal facilities in Florida and Mississippi, a $1.8 billion nitrogen-based fertilizer production plant in Lee County, Iowa. In addition, I have represented various clients on project financings for proton cancer treatment facilities in Georgia and Maryland.Economic DevelopmentI have represented industrial development agencies and borrowers in numerous transactions granting state and local tax exemptions, including sales tax abatements, mortgage recording tax exemptions and payment-in-lieu of tax agreements. I have worked with municipalities and developers to structure tax benefit packages that encourage private sector growth while providing additional tax revenue to municipalities.
